IATC Offroad Recovery Service Feedback

Dears,
After sending an enquiry for IATC Membership I asked about offroad recovery service and was surprised that their "offroad recovery service" is only 10m from a road or less.
More than 10 m from a road there is a charge of 250AED/Km.
Now my question is, was this policy eversince or did IATC change the rules, and is the membership still required?
Does somebody know other memberships with better conditions?
