To fit it in the car you don't need a license, but to use it in a city, you would need. For a use in a desert you don't need a license.

Ooooooops sorry my bad. A permit is needed to use a CB radio because of its long range, with necessary antenna. A handheld is almost always disregarded by police when used offroad but if they catch you using a CB radio anywhere (if they notice it) it will be a problem. To obtain a permit, one has to have a permit from his home country, then go to TRA and apply.

An individual can never obtain such a permit. It is only for companies and not for all. Currently it can be obtained only with the help of official Motorola company from Dubai. Forget any licence for Chinese stuff.
